The last shop thing you found looks like a grocery store. Alot of companies doing urban redevelopment are using that technique, putting coffee shops, small grocery stores etc in the first floor and above having apts. There is a place literally 4 blocks from where I live that that's 4 stories in the same sorta style.

Floaty carpets are possible without W/E! Use a two-high plants and place ALL of your carpets on top then break the bases of the plants. Be careful not to cause block updates though!
