I mean that's feudalism. The serfs work for their lord and in return he makes sure they have homes, are fed, and are safe. You weren't allowed to leave your fiefdom under feudalism (unless you were a freeman) but there's a good reason as to why there wasn't as much homelessness in feudalism per capita compared to today's world
