Torches aren't animated, rather the flame particle is. You can't necessarily connect the particle to the block because it's a completely different changeable asset in the game. Hence why it has its own texture separate from torches, and why you can summon the particle by itself, separate from setting a torch.

Pistons aren't animated either, their textures are always the same, they just change their block state (like the body changes from normal to extended) or they change their block id (like the block in front of it changing to a piston head and if you /tick freeze you can see it's a moving piston block before it finishes extending)
