You can also make the machine just 1 tick faster, by removing the second observer, as seen here: imgur.com/VmzaFdH This is arguably better, since it places the obsidian faster, it just makes the machine 4 blocks wide instead of 3 wide

and also you could make it the same the speed but cheaper by power the block of obsidian that was generated and inverting the signal with a redstone torch and you could start the system by pressing a button on the block next to the dispenser
