As cool as that would be, I can't imagine how much modding would be needed to get it to work. Somehow you'd need to turn all vegetation into either a Crimson Forest or a Warped Forest, barren patches into Nether Wastes, Soul Sand Valleys, or Basalt Deltas. It would have to be away from NPCs, and closed off so no one can enter from outside. Honestly, I can't really see that happening unless jmw decided to do a continuation with a custom Arma mod, since Arma seems to be much more open for modding than GTA V.

I love how a bunch of the people kidnapped to the nether began narrating their new lives in chat, with a couple building houses and making peace with the undead piglins while one was just wandering the nether all sad by himself.
