Waste paper is 100% the way to go. Pool noodles may be cheap and are great materials for many projects, but they create WAY too much plastic waste for me to be okay with. If you personally do not generate enough paper waste to have a steady supply, just go to your local grocery store and ask them if you can take their waste cardboard. Many places will just give you them for free because it all goes to the compactor either way, and most places don't measure amounts on that end.

The issue with cardboard is that it can be quite abrasive on the edge of your sword, I’m not sure if soaking it mitigates this or not but that’s why I don’t use it Personally I just use whatever water bottles or drink bottles that my family would recycle otherwise before I recycle them, most of the bottles are a lot harder than a basic water bottle and more difficult to cut in different ways but it gives you a good variety of sizes shapes and types of resistance to cut Gatorade bottles, orange juice bottles, soda bottles, etc

Hanging paper is the best one actually. It’s cheap: little waste as you can wrap up the scraps and use them for a target too, you need to have great edge alignment to cut clean, and only costs 20 dollars for 400ft or roughly 8000 cuts

Something cool to do that I thought of even though I don't use katanas: If you have empty water bottles fill them with tap water and you can have fun while watering some plants (if you don't have plants use something else in the bottle that you can pick up, highly suggest that it's a soft plastic to help and even recycle, but if there are problems in this idea I'm sorry then)
