🟦 All individuals are presumed innocent until proven guilty in court.
On July 5, 2020, at around 11 p.m., Minneapolis Police officers were dispatched to the 1600 block of 6th Street South on a report of a carjacking at gunpoint. Officers arrived and spoke with a woman who said she had just pulled into the parking lot when she was approached by two male suspects. One of them got into the passenger seat of the car and ordered her to leave the keys. The second male approached the driver's side. The woman jumped out of the driver's side door of the car and fell onto the ground, injuring her knee while the second suspect continued to approach her. The first suspect locked the doors of the car and drove off while the second male got into another waiting vehicle. Officers retrieved surveillance video of the parking lot confirming what the woman said about the incident.
The next day, Minneapolis Officers on the 3700 block of Oliver Avenue North observed the stolen vehicle traveling northbound on Oliver Avenue. There were five people in the car and the driver looked at the officers nervously as he drove past. Officers initiated a traffic stop by activating their overhead lights. The driver of the vehicle failed to stop and sped up, hitting speeds of up to 60 miles per hour. He drove for a number of blocks, driving through stop signs and weaving around traffic and pedestrians. The stolen vehicle was damaged from hitting a curb at one point but continued driving until it struck a tree near the intersection of 41st Avenue North and Emerson Avenue North. Officers detained all occupants of the vehicle. The driver, identified as Terelle Franklin, attempted to jump into the back seat of the car and claim the driver had fled on foot. The front seat passenger was identified as Rashad Stewart. One of the rear seat passengers of the car confirmed that Franklin was the driver. Stewart was wearing the same sweatshirt at the time of his arrest that he was wearing on surveillance video while stealing the vehicle. In a post-Miranda interview, Stewart initially denied he was present during the car theft. Later, he admitted he was there and admitted taking the car. He denied having a gun at the time or saying anything to the victim before she jumped out of the car. In a post-Miranda interview, Franklin also initially denied being present when the car was stolen. He later admitted he and Stewart were present but claimed he didn't steal the car. Defendants are both suspects in numerous thefts of cars, robberies and burglaries and Stewart admitted to investigators they are both members of the notorious Minneapolis Highs street gang.

@4:38 It took us almost 3 years to get this video. Under Minnesota "open records" law, the video only recently became public and was exclusively obtained by MN CRIME under an open records request. The suspect in this case is expected to be released next month after being convicted of actions related to this incident.

The same people who complain about "gun violence" are the same people who refuse to adequately punish criminals when they use a firearm in the commission of a crime. The criminal is set to be released soon, barely three years in jail, for all of the havoc caused by his actions. Does that seem like an adequate punishment for the crimes committed?

In DC they lessened the penalty on little crimes like HOME INVASION, and CARJACKING. LMFAO Literally the 2 most violent crimes you can do....ripping a person out of their car, or invading them at their home. It's insane. Look up "Revised Criminal Code Amendment Act of 2023" for DC if you think I'm full of shit....which I should be....but I'm not.

Batons don't work well because they're smooth and rounded. Anything hard and sharp will shatter them instantly, like a spring loaded punch or broken spark plug.

The punishment was only 2.5 years in prison for robbery & carjacking with a gun, plus running away from the police during broad daylight. No wonder criminals don't care or worry about consequences at all these days.

When you look up this case on the MCRO (minnesota court records online) you can see he wasn't actually found guilty of fleeing. The spineless prosecutors offered a plea deal for a separate case of identity theft and 2 counts of 2nd deg robbery on the file from this video. They then dismissed 3 other files and did not open a case on a 4th file. Those 3 files included one with a criminal vehicular operation; bodily harm, dwi, and driving on a revoked license. Another was multiple thefts and a fleeing. And another for 1st degree robbery. What this tells the public is that our prosecutors could care less about our safety by fighting to lock this dangerous individual for a few decades, and instead, they want a quick win while they hide the other files. I guarantee this guy has a new file before 2024.

Pursuing a suspect's car by cruiser or helicopter is difficult and dangerous. An alternative is by pursuing the culprit's car by drone. The drone can land on the suspect car's roof and attach a tracker with magnet. The culprit's car can be tracked wherever it will go. The tracker could also be equipped with flashing lights for easy spotting from the drone.

Whenever I am in my car, the doors are locked and the windows are up. But if I am not in my car, the windows are up and the doors are locked. The doors are unlocked approximately 11 seconds out of every 24 hours. They would have to be quick to carjack me.

He's being released next month? Awesome. I'm sure he's been " rehabilitated". Carjackers get automatic 10yrs 1st offense. Then 15....I don't get how little time these criminals get. No deference. Any job skills? Don't they want to make their parents proud? Ever? All I see is an early funeral, or prison. Robots will deter crime soon, and they absorb bullets, pistol whipping, kicks, and punches. Much fewer jacks. Job sounds much easier.

What I was thinking the hold time is the man who died when the officer went across that same red light that killed the uncle of the young girl who filmed George Floyd death. This happen before his death it looks like. I hope they be careful going through those red lights.For their safety and the innocent people's too.

They aren't, the cops are slowing down at intersections and the criminals aren't.

@@davee9527 exactly. The cops are much more careful. They do occasionally wreck, but not very often. The wreck rate for the bad guys is probably around 80%.
