Stormy Weather IS a recurring enemy : she's fought in the first episode of season 1, gets an episode in season 3 (granted, she's defeated off-screen) and is set to return as the first opponent of season 6. With that said, they didn't use her as a foe in seasons 4 and 5, so it is indeed a good surprise to give her the main antagonist slot this time around.
