They were chosen already before the announcement of the top 30.. Queens of the 4 continents and fan fav were part of the top 30.so it’s not consolation prizes.

MU Org selected naman pala. Judges selected the Miss Universe. I guess MU Org observed all the contestants from the start of the pageant proper and preselected their chosen queens to whom they want to work with.
