It wasn't a queen sacrifice. He got 2 rooks and a minor piece for the queen worth 13 points to 9. In comparison 2 rooks is usually enough, or sometimes 3 minor pieces for the queen. 2 rooks and a minor piece is more than enough.

No. It's a legal move in chess. It's called en passant. Search. If a pawn moves two squares, you can capture it like you do when it moves one square.
