Regarding the melody in bar four (what you are calling phrase three) of the B section, many singers--Ella, Sarah Vaughn etc.--have the third note as A flat, not G. Nat Cole sings it the way you have it. Erroll Garner himself often played six notes here--Eb, F, G, Ab, Bb and C instead of the second triplet.

Beautiful analysis, but could somebody explain the rationale on the fourth bar where the melody is sits on the 9th/2nd of the Abm chord. Sounds beautiful, but why isn't is a sus2 chord?

a sus2 chord is when you suspend the 3rd and play the 2nd instead (normally the 2nd would resolve to the third) here we aren't suspending the third, rather we're adding the 9th as a chord extension. it's also important to note the difference between a 9th and a 2nd. the add9 comes above the other notes while the add2 is smooshed inside of the voicing
