I have a theory that it is actually Stu, because he makes a reference to Scream 1, implying that it is one of the killers from that movie. Billy is dead, but Stu's survival is a very popular fan theory, along with the fact that he has a "cult of ghostface." I think that Stu got transported to the MK verse somewhere after the first movie and is making a new ghostface cult, starting with Kira and Kobra. (I'm not saying that the canonical Stu is in the MKverse, just the one we see in game)

It's confirmed that 1 of them is from the original 3 (Billy, Stu or Roman) that hired 2 Black Dragon members, an enforcer (Most likely Kobra because of Ghostface has some of his move sets shown) and an assassin (Most likely Kira because again, some of her moves are shown)
