Kinda difficult to transition from grabbing the legs to getting both arms around the waist as he wont let you either by wrist control or an underhook

You are probably committing too much to the single leg and/or flaring your arms. Try to keep everything in tight and use pressure to close the space so they can’t underhook or pummel
