The MN-90 is sold as 1/12 scale, what is quite appropriate (1/11 - 1/12). Anyway, the interior, mainly the seats are smaller, they are about 1/15 scale.
I made this video in early December 2018, when I made an unboxing video of my MN-90 (never uploaded it to KZbin). I upload the parts with figures here, because people have asked about figure sizes.
Shane (Walking Dead 5 series) is about 5 inch (about 12.5 cm), he fits quite well, but I had to cut the bottom of the drivers seat and the left side part to make him sit well. Lydia (also Walking dead 5 series, but teenager and significantly smaller than Shane) can sit well. Finally I had to cut the lower parts of their legs to make them fit.
Larger 6 inch (16 - 17 cm) figures are far too large to fit. 3.75 inch figures (9 - 10 cm) are far too small. 18 - 20 cm figures are of course also far too big.

I cut the seats out of my MN90 and replaced them with flat pieces of plastic to make the seats wide enough to take a larger figure. I ended up using a Star Wars Cassian Andor figure and chopped his legs off below the knees to fit him in. The figure seems to work. I might have a look at other Black series figures for the new MN-99s i'll be getting soon.

Sorry, do not know - there is no GI Joe here in Europe, even not on Amazon ;-)

I use old early 90s and late 80s gi joe action figures they fit almost perfect with a quick mod to the floor.

Read a lot about "GI Joe figures", do not know them. Probably hard to get in Europe. Searched on Wikipedia, they are a "US thing". "War games" for children are not popular here in my country, you'll not find those in toy stores normally.

This will end your scaling system! The average man is 69.8 inches and if you divide that by 12 you get 5.81” or 14.71 cm. Your big action figure would be over 8 inches taller than the average man making all vehicles very uncomfortable to drive. And your Shane action figure is 1:14.78 scale The average man is 69.8 inches so all you have to do is get the Height of your action figure. This is the formula 69.8 divided by action figures height # equals your scale# and that’s the exact scaling system That never fails Also it depends on the origin of the man to get more accurate scaling. So if you know how tall the real object is and you have a scaled down object you simply take the real object size or dimensions and divide it by the toy or model size You Can figure out the scale of anything Using this system

The problem ist not to calculate the size of a scale accurate driver figure. The problem ist the small size of the interior (the seats), as I did already tell in my video, it is about 1/15 in the MN-90 and not 1/12 as the scale of the body is. Same problem in the Willys Jeep... seats and space in the passenger "room" are far smaller than 1/10 (as the Willys Jeep is, at least in length). So accurate scale driver figures will not fit into those cars… that's much better in the 1/10 and 1/9 scale bodies such as China Jeep 2dr or D90, where 18 cm men fit very well.

What about equipment like sleeping bags ammo cans what scale would those be?

I use some "equipment" (now for WPL C34) from "dolls house" 1/12 stuff. this fits. But most of the 1/10 stuff is too large. E.g. the fire-extinguishers are too large. 1/12 cigarette packs are also too large. But cans and bottles fit nicely. You'll have to test what will fit. There is a lot of stuff around (e.g. on Aliexpress). Fruits (banana etc.) are far too large, icecream ("Magnum") too.
