It may be a lot easier than this. Go into Call Preference. If the Sim, for calls, is off in here turn it on and this may solve the problem. On my Moto g android there is a Sim Card option. In there you can turn the calls on and off and data on and off. Voice calls unavailable appears if the Sim for Calls is off.
