On the matter of scarcity, an important issue is whether scarcity is a characteristic of nature or is an outcome of political organization. The creation of property rights to nature is a creation of positive law, a state of affairs many have argued violates the most fundamental moral law; namely, the right of equal access to what nature provides. This issue was recognized by the early moral philosophers who studied and wrote on political economy. The issue is presented and argued in the writings of Richard Cantillon, Anne Robert Jacques Turgot and Adam Smith. The morality of private appropriation of the rent of land was thoroughly challenged by Herbert Spencer in the first edition of his book "Social Statics" and by the Scot, Patrick Edward Dove in "The Theory of Human Progression." In 1879, the American political economist Henry George brought the analysis to its highest level of analysis in his book, "Progress and Poverty." George provided the evidence that scarcity is caused by monopoly of land and the private appropriation of rents from its many sources.
