how IFFT produces PAPR

One way to view the output of the IFFT block is that each pin it's a weighted combination of N independent modulated symbols. A fair assumption is that they have finite second order moments. Which implies that the sum almost surely converges to a Normal distribution with certain variance. This is problematic as there is a non zero chance that the IFFT samples might exceed the linear range of a power amplifier and cause spectrum spreading leading to high PAPR.
