Modi's Kyiv trip is to build confidence, goodwill & bridge gaps between Ukraine and Russia: former Foreign Secretary, Harsh Vardhan Shringla, to Karan Thapar for The Wire.
...........................................
In perhaps the most optimistic explanation of the Prime Minister’s ongoing visit to Ukraine, six weeks after his visit to Russia, former Foreign Secretary Harsh Vardhan Shringla says the PM is “creating goodwill that enables us to be in touch with both sides”. Shringla said that “by visiting both Russia and Ukraine, Modi has the ability to bring these parties closer together and bridge the gaps and build confidence and possibly make it easier for them to come to the negotiating table”. However, he made it clear that this is not mediation nor is it as simple as carrying messages between both parties. The intention is “to create goodwill that can thaw the hostility” between both countries.
In an interview to Karan Thapar for The Wire, which was fairly wide ranging, a sizeable section is devoted to this subject and Mr. Shringla’s understanding of the Prime Minister’s visit. Mr. Shringla said after the Ukraine visit is over he believes the Prime Minister will keep in touch with both presidents and he will see if there is any scope to bring them closer together.
I am only giving you the main headline points made on this specific issue by Mr. Shringla. There’s a detailed discussion about this issue which you must see for yourself.
The interview also covers other aspects of the visit such as is it wise and thoughtful or ill-considered and mistaken, is it happening under American pressure, how do we account for the fact that the West has welcomed it but there is silence from Moscow and Putin, will there be any lingering hurt in Ukraine as a result of Mr. Modi’s unfortunately timed visit to Moscow in July, does the Ukrainian occupation of 1,300 sq. kilometres of Russian territory create a complication for this visit, will Ukraine’s insistence that Zelensky’s peace formula should be “one of the most important topics of negotiation” create a problem for India and how will Moscow view this visit i.e. how are we to interpret Moscow’s silence? I will leave you to find out details of how Mr. Shringla answers these issues by watching the interview yourself.
