All those concerns you highlighted at the end can now be addressed using Vertex Painting(for color/material variations) and Quixel suite(adding rivets/bolts to textures without modelling)

Love! The only thing I would concern here is that you choose your Texel Density quite arbitrary, giving the pieces you think would need more density than others more space. Imho, thats not the optimal way to work for creating the base assets for a level. The Texel Density should be consistent across the pieces. Nevertheless, thanks for all the information and the enjoyable video! :)

What about going outside of the UV space? Can the UVs for a model go off of that square if needs be?

Of course it is :) You will jus have multiple texture sheets which create a material. Base color, Roughness, Metallic, a NormalMap and optimally an AO map. The AO map wouldnt be baked onto the asset though, because it is modular and placed across the world, you dont want to have unique occlision info baked into the texture, but you will want to use it for the small recesses in your material to raise believability.
