I think Envoy/proxies are part of Data Plane and everything else part of Control Plane.

I think is too late, but if you're not using Cloud providers. Kubernetes can't create an LoadBalancer for your service. So, you might need to use NodePort adding this to your Helm `--set gateways.istio-ingressgateway.type=NodePort --set gateways.istio-egressgateway.type=NodePort` istio.io/docs/setup/kubernetes/helm-install/
