As someone who spends a whole lot of time in the forest: -The haunted shack is a poacher's cabin, probably made to look abandoned in case of raids -The 'sacrifice crucifixion tree' is a hunter lookout, the boards are for climbing -The scream was either a red fox or a bobcat since both do that -Owls sometimes hunt in daytime in winter because food is harder to find -GPS can be misplaced or out of sync in areas with dense trees and foliage -The drone probably got attacked by a large bird of prey, they strike hard and drop their prey to kill it with impact. Hunters process animals at or near the kill site and leave the unuseable parts (or 'offal') for scavengers since it means less to carry back to the truck. They probably left it a distance from the cabin in case of bears, but wrapping it in a plastic bag was a really shitty thing to do since it's a danger to animals and also isn't biodegradable. I found a burlap sack of rabbit skulls in the woods once, which might be a little better but not by much.

As soon as I saw the tree, I knew this was an illegal hunting “camp”. That was a poorly made tree stand & a shabby camp. (Definitely illegal hunters/poachers) Then, after seeing the bag, I knew you’d find a deer carcass. That confirmed my suspicion. Those two men you saw in winter camo were probably illegal poachers. My grandfather & great uncle were hunters, & I used to go with them when I was young. Unfortunately, this happens quite frequently, though I am a bit surprised to see it done like this (with the camp & stand) on Government land. They usually do it on private property. Glad you reported it. I’m hoping you reported it to Fish & Game/Forestry Service.

The drone was probably effected by the winter coldness, true fact subzero temperatures weaken batteries, weak batteries cause weak signals... also most drones shouldn't fly in weather that is -5°c or more. But it could just be coincidence.
