in case of halogens unka I effect is considered more strong than their M effect ( source : sir ne ek table likhai thi ORM-2 me jha pe unhone ye btaya tha , it was a table of ortho, meta,para directing group)

Mew = q.d Q is charge which can be compared using electronegativity of the atom, and d is distance which can be compared using hybridization, triple bond has least distance and vice versa
