Because resonance energy depends on stability and compounds which show resonance are usually more stable.
Bhai jo resonance nhi krega unki most stable structure hi actual structure hogi to RE hmesha zero Aur jo krenge unki kuch na kuch positive value hi aaegi..

The structure B shows least resonance ( due to repulsion between bulky groups ) implying that the bond between phenyls is having minimum double bond character, whereas as in structure A the bond between phenyls is having a greater double bond character than B ( but less than C ). Since bond length is inversely proportional to bond order, we say bond length is greater in B than A.
