Hi guy . to determine x and y, the neutral axis should be in the middle of flange and web . therefore, y= 10-(1.5/2+1.5/2) for the upper flange

this I´m talking about designing methodology. when we are calculating Area, centroid axix moment of inertia, the reference axis ahould be in the middle of the the web /flange . and thickness should be reduced 0.040 ( cover thickness) so t= 1.1 cm . just same information about steel design process.
