With those modified Pismo Beach police cars, it looks like the front license plates have become obscured in the process. This issue should be addressed and those cars should be removed from service until rectified. As far as being “involved” in the incident, those officers have forgotten who their paycheck comes from, that is how I am involved, I live in California and pay taxes, I would bet the dept. Receives federal money too!

Public hospitals have been recognized by courts as nonpublic forums, as have Veterans Affairs medical facilities. As one court explained, “Few places have more nonpublic characteristics than medical centers, whose work is private by its very nature.” In Low Income People Together, Inc. v. Manning, the Northern District of Ohio held that the lobby and outpatient clinic waiting areas of a county-owned hospital were nonpublic forums. As would be the case for local health departments, a key purpose of lobby and waiting areas is “to serve patients, friends and families of patients, and. . . staff who provide medical care,” In a formal opinion letter, the State of Alabama’s Office of the Attorney General reached the same conclusion regarding the nonpublic forum status of county health departments, stating that the Alabama Department of Public Health could prohibit photography and video recording by the public in these facilities........""public buildings"" , and ""public property"" are literally and legally property owned by the government/state/county/city/town, and they have the right to enforce their own regulations in/on their property in exactly the same manner as the owners of private property.,,,,,,,CASE LAW ......."The First Amendment does not give citizens the right to exercise free speech rights on any government property at any time. “The State, no less than a private owner of property, has power to preserve the property under its control for the use to which it is lawfully dedicated.” .....Adderley v. State of Florida, 385 US 39, 47 (1967).,,,,,,,,,CASE LAW......“[T]he FirstAmendment does not guarantee access to property simply because it is owned or controlled by the government.” .....United States Postal Service v. Greenburgh Civic Association, 453 US 114, 129 (1981).,,,,,,

"In nonpublic forums and limited public forums, courts have upheld restrictions on First Amendment activities as reasonable where the restriction was intended to: Prevent disruption of a government property’s intended function; Keep walkways free of obstruction; Protect the safety of those who work in a government building; Protect the safety and convenience of those using a public forum; Avoid disruption and maintain the peace in a government workplace; etc etc etc .... "",,,,,,,,,,It is IRRELEVANT whether the person filming is causing a disruption, irrelevant whether he is blocking doorways or entrances, irrelevant whether he is hindering government effectiveness etc ,,, the restriction would be upheld by the courts if the INTENTION of the restriction was to PREVENT obstruction, disruption, hinderance etc etc....This restriction applies to all citizens, being ""press"" , or pretending to be ""working on a story"" does NOT give anyone any special privileges or rights .

The wet patch under the vehicle is because the police like to waste as much energy as possible and as well as leaving the engines running they leave their AC running with the window open. This burns about 10% more fuel.

"Every day hundreds of people filming high-secure aeras like the Pentagon or the White House from public places, even with the Secret Service in front. Nobody cares. Nobody asks why, about permission or ID. Do you wanna know why? Because they obey the 1st and 4th admentment and their oath to uphold the us-constitution. But you telling me, that I am not allowed to film this building or its cars. What a nonsense! Think first before talking bullshit. I am telling you now, if there were somebody that prevent me to film, you have even to protect my actions. That´s how it´s works to honore your oath!"

2nd video, cop took a picture, that’s public record, can’t do that unless they’re investigating a crime, a lot of auditors are under the impression that when the cops take pictures of them they’re exercising their rights. When on duty, cops don’t have rights, they have duties.

I hope u don't get offended or triggered by this cuz many do or get argumentative. But saying @5:08 , "to REQUEST ID or verify identity, police must have reasonable suspicion or evidence if a crime," is not correct. Ive heard this on several videos and it's putting out misinformation. Then what happens is many ppl believe this, and end up escalating a simple encounter. So law enforcement, or ANY person can REQUEST identification/ID anytime, anywhere for anything. Asking/requesting is perfectly legal. Depending on the state, the either need RAS, or PC to actually "DEMAND/REQUIRE" ID. But to ASK is perfect lawful because it's not a lawful demand.

Why is it that we the public have to do their jobs and ours also ??? The auditors are simply showing the higher ups that they dont understand, and will disregard any and all constitutional rights to protect feelings .. All commanders should be monitoring or testing their troops to see if they have taken the extra time off work hrs. To sit and study the laws of the land... Any city council member overseeing a staff should also educate their staff of their rights, and our rights as public citizens.. They should also educate them on the difference between policy, and state statutes.. Any signage on a door or wall shall have the legal verbage along with the state statute it represents under the statement on sign. If its not On the sign then it violates our constitutional rights and should be removed immediately.. All of this can easily be resolved and understood with one simple staff meeting to explain it along with a printed copy of the laws for them to review on their own time..
