It was quite obvious that it was really Mori who did the legit whistle notes in the end. Jona was only trying to sing along. But in fairness to Jona, her hi notes are effortless, thus, very impressive.

Jona can surely access whistle register but she knows it's not good for her vocal chords so she uses super mega head voice to go on par with Mori's Whistle Notes but obviously Jona's Technique is a lot healthier and impressive. She doesn't need whistle register because her headtone is high enough to reach it.
