In CA the sheriff's department does a lot. I belive in addition to local law enforcement they also man the courts and jails. So, they might have had jurisdiction. Even if they didn't, they had a person accused of a crime and they have the power of arrest so they hold him and turn him over to the proper authorities. Same as when you commit a crime outside of CA and run to CA. If the sheriff at the court recognizes you, he will hold you untill you can be returned to the state you ran from.

It's also noted that the tie was custom-made and not available in the US, so at the very least it's enough to make him an incredibly likely suspect. It could only have been someone else if A) they broke into his house to steal a tie (investigation would show no signs of a breaking and entering at his house), or B) someone else relatively nearby happens to order the same ties from the same company to the same measurements (unlikely enough on its own, but even if they did find someone, they could easily have an alibi or a lack of connection to the victim). Maybe it doesn't 100% prove he did it, but it narrows it down enough and provides enough of an idea of what happened that people like the judge and jury would still declare him guilty.
