The same go with jokes when we say something, like "Japan have 3 sun" which often mean exactly like it's said, but it also relates to 2 nuke that dropped in Japan 1945. In this case, if you just simply look you can only see him swaping his hotbar, nothing worng. Then you think about it, his hand get constantly reseted to swapping animation in the Inguen area (on the human body, mean the penis area) look like he is masturbating.

Tax' pillager castle is also a datapack (Pillager Stronghold). Even though it looks great, I don't recommend using it on a singleplayer if you don't have a great computer, or use it on a free private server. It spawns a lot of pillagers which creates massive lag. I'm currently using it on my private server but I will probably remove it the next time I make a new one
