Even the Muto Prime refused to take fights near the water, getting a haymaker punch in before retreating. She didn’t fully engage until Godzilla was far from the seas. Speed is Godzilla’s only real weakness. When he’s in the water, he’s suddenly way fast, leaving his only weakness behind.

It's still weird that there are no aquatic titan in this universe. The ocean comprise 75% of Earth's surface and all of them are on land except Godzilla ( who's not even entirely aquatic, his amphibian) It's also easier to get bigger in the waters.
