It was stated that it took the combined powers of shimo and godzilla to seal/beat ghidorah and rodan is far stronger than kong in the monsterverse (if you think otherwise i can give a explanation). Also ghidorah in the monsterverse is just a juvenile as their species feeds on planets when they are growing and ghidorah was also the weakest child who can't take any planets to his own which is why he went to earth to feed on it.
