The truck with a boat you see at 3:29 and 5:24 is a team of scuba divers who installed big inflatable baloons inside the storm drain exits to the river to prevent the water from backing up into the rain sewers like in 2017. A few days later they helped install steel coffer dams to seal the sewer pipes as the baloons kept failing.

@@SkyOfTheUniverse Yup, 3 of the main sewer storm drain outputs to the river for central Pierrefonds are in Rive-Boisée Park, behind the Marina Center building and next to the Ile-Biz bridge. The blocking balloon they put at Rive Boisée held, but the ones at Marina Center and the bridge kept failing so the borough's blue collar welders literally invented and built steel blocking devices. As soon as they were installed and the water pumped Pierrefonds/St-Johns dried up.
