So people could be clear, a moped is a pedal activated unit with a dispacement of 35-49 cc. A scooter is a unit that has no pedals and has an electric or kick start, with a displacement of 50 or higher. A 50 cc requires a regular drivers license and must be registered. 50 cc and above in many states requires a motorcycle license.

First - they require the license, then - the registration, then the inspection, then the insurance, then - for parking and all the money will be paid by the citizens to NYS, NYC government. How convenient (for government)? And sorry, I forgot the tickets, bridges, tunnels, paid roads (moped is able to go 50-60 mph). Forget about "free" pizza delivery (or any "free" delivery). The price for driving mopeds will be transferred directly to the consumers. The vendors may still call it "free delivery", but the actual price for the product (pizza pie) will go up...

Let's assume, just for example, the numbers of car deliveries is 50/50 to the number of the moped deliveries. Then, if the government "requirements" for the moped became similar (equal) to the car delivery, the AVERAGE cost for the "free delivery may go up twice. Because the actual cost for the "free" delivery is never actually free. That EXTRA delivery cost may reduce the profit of the pizza shop owner, or (MOST LIKELY) crank up the final product price. The current law says these scooters are not street legal. The dmv will never register them and give them plates. If they bought legit mopeds from dealers like Vespa, Yamaha, Honda then that would not be a problem because they’re also licensed dealers with the state. 99 percent of the buyers get their scooters from toy shops and I have even seen them buy it from jewelry stores. So this new bill won’t do squat.

They don’t get a pass. This is a new issue that had no laws in place. Now that it is getting out of hand, they’re cracking down on it. A lot of them are using it for work, doing deliveries. Plus, they’re not getting them from stores. In some cases, the mopeds are being rented to them. As someone currently living in NYC (looking to move at some point), this has really gotten out of hand. I’ve yelled at people a few times for riding against traffic on a one way and almost hitting me or other pedestrians but I doubt they understand me anyway.

In Brooklyn, I have seen them riding on SIDEWALKS. With plenty of near misses. Ebikes should be included because they are ridden on sidewalks. The law is not being enforced.

Those electris scooters and other similar that people think are ok to blast down the sidewalk doing 30-40mph on need to have MANDATORY insurace from the companies that let this dingdongs rent and abuse them, hit property, pedestrians, etc.

That should go to all E- Bike and Gas powered as well, because it has two wheels just like a motorcycle and they go through the paper work so why cant it be done to those bikes as well. we need to fix this bullshit.

Usual entitled suspects, the You Know Whoooo's. When we were kids no one could ride ridiculous stuff like mini-bikes, four wheel ATVs, side by sides, moto-x bikes, etc on the street at all legally!

This crap should have been done years ago and I'm certain this new law won't stop illegal users doing what they have been doing...But at least NYC is waking up to find it's time to do something.

Isn't that law existed already? NYS law stats clearly for years in effect any mechanicly powered two wheeled wehicle must be "Registered, insured and operated by licens driver". No mopeds, no scooters or no padlebadle. Two wheels and engine = motorcycle. Get a helmet.
