I believe when people are stating something as fact they're obligated to at least come close. Now, what happens when u dont necessarily care too much? The hair touching thing is an IOI(indicator of interest) but it's just that....one single IOI. One single IOI doesnt necessarily mean interest(exactly what you're talking about), but lets say she begins to touch you, laugh at all your crappy jokes, etc... well those are two other IOI's. This now gives relevancy to her touching her hair, in the presence of other IOI's(I usually wait till I get 3 IOI's if I'm unsure of her attraction). Anyways, this is why they say if unsure, wait till you get multiple IOI's. It just makes you more likely to be correct when testing her interest. One IOI could just mean she's being nice, she's polite, or she just wanted to play with her hair..not necessarily attraction.

I think it's cause Mystery gets super detailed and technical when giving the advice as he is a highly analytical person (which is what lead to him discovering all of this in the fist place) Men just need to work on their appearance (fitness and style), socialize in a non-needy, non-creepy way and have a good life that pleases them. It will gravitate women to them.
