Because Howard enjoys the gay stuff he had him and Richard doing. If you remember Sal never used to get naked or do gay stuff until a certain point. And that was all Howard’s idea.

@@thefly869yep, he said that coming off of saying something along the lines of “i pray you never find my psychiatrist” and sals response is to ask if its a male or female so he says “female!” immediately after saying he doesnt want him to find the shrink, clearly a joke of leading him away from his therapist

The only reason Sal was hired was because they wanted to rub Stuttering John's face in the fact that they had money to hire people but just never thought John was worth it because he was always complaining that he didn't make enough money. Richard won the job so Sal is just salt in stuttering a-hole's wound.
