If they did not care before, most likely they don't care now, or think it's a blessing in disguise if they can't really care for the dogs

Microchips should be the law. The shelter complains when they get lost dogs, but do they force people to chip their dogs? No, they do not. The dogs they have in their possession with no microchips should be chipped immediately and anybody picking them up or adopting them should be forced to give their information, which I’m sure they do anyway, and then the shelter should register the microchip. But that’s where they drop the ball. And then they complain that they get too many stray dogs, but they are in control of the situation and they are the ones that dropped the ball.
