Robert F It is necessary for this specific case. Closed captioning usually doesn’t work well on a live transmission. If you watch a KZbin video you can turn on closed captioning that’s auto generated it does a decent job but it never gets it 100%. That’s essentially what would happen here. The information given here is deemed critically important so we want to make sure that the information is transmitted as accurately as possible. Even if the script she’s reading from was given to the network before hand so they could get the closed captioning, this is still live. If she goes off the cuff or answers a question that might be brought up there won’t be cc for it.
