It's elo-based matchmaking and not score-based matchmaking. So 1500s play other ~1500s. Hikaru however will only get high rated titled players. So ofcourse it's easier to win as a low rated player.

The tournament prize fund is only paid to those that are "live streaming"... #1 wasn't streaming so although they placed first, Hikaru will win the first prize
