Karl Lauterbach has had many appearances on the Heute Show, before he became a federal minister. He was sometimes even unofficially referred to as an honorary crew member. He uses brilliant dry humour to go along with the jokes, while explaining all the political formalities behind the legalization and other topics. Also, the video was made before it became legal. That's why they went to the Netherlands. I think the reason why this is such a good clip is that despite the great comedic setup, it still actually teaches you everything you need to know about cannabis. From the legal points, over the medical issues, all the way to a practical demonstration :D And in case the subtitles didn't convey it properly, Lutz found the effects actually quite unpleasant, and didn't feel well, while Fabian really liked it and wanted more, which lead to the result we see at the end of the clip :P

The situation - Possession of up to 25g or 50g in your regular flat/house is legal - Possession of up to 3 plants in your regular flat/house is legal - Growing Cannabis in registered adult-only non-profit clubs or user associations is legal Illegal stays - sale or consumption near playgrounds, schools, kindergartens! - commercial production and trading - transport into neighbor countries with different laws (and that's illegal on both sides!) For a long time, i have been against any liberalization of our drug laws. I've changed my mind, mostly for 2 reasons: I don't want people to come into contact with drug dealers, who often sell other products as well. I want some control - in the illegal Cannabis the TCH amount is growing all the time and sometimes dealers add other stuff to Cannabis to get their customers addicted faster. Another reason is of course the hybris when you compare Alcohol to Cannabis.

I'm German, and I'm 57 now (NO, that does NOT sound like 60!), and of course I smoked marijuana now and then when I was young, sometimes illegally in Germany, sometimes legally in the Netherlands, like many people did back then. And I did not understand the whole debate about the new law. Yes, it's true, Germany was one of the countries that signed the UN's "Single Convention on Narcotic Drugs", but that was back in 1961. I wasn't even born then. Can't be so hard to tell the United Nations, "Listen, we signed that back then, but you must understand, times have changed, we withdraw our signature here and now". On the other hand: Germany still is a very influential nation in the world. If they withdrew, others would follow, and maybe they fear that all hell would break loose, everybody would start growing hemp and nobody would be willing to work for the capitalists anymore. Which, in my opinion, wouldn't happen, but basically is a good idea.

Surprising for me as a Dutch person to read was: In Germany they may own 25 grams cannabis per person in the Netherlands you may own 5 grams per person. But ... in the Netherlands we have coffeeshops to buy cannabis. In Germany you can only buy cannabis at a ‘Cannabis-Clubs’. You need to be a member of the club. Smoking at the club is not allowed, like a shop in the Netherlands. In the Netherlands there is no restriction how often you will buy cannabis. In Germany every member of a club can buy max 50 grams a month. Those guys are hilarious.

not sure how it is today in the netherlands (amsterdam to be specific) but when i visited u werent allowed to smoke outside the coffee shop or on the streets. in germany u cant buy it as easy but you can consume it almost everywhere (not near school, playgrounds, etc.) where u are allowed to smoke in general. i guess the "club-situation" was made to prevent consum-tourism in the first place. and to be fair, even i, as a daily consumer dont come close to 50 gr per month.

The thing is that cannabis isn't fully legal in the Netherlands either. The coffeeshop owners are living in a semi-legal grey zone. They wanted to create an entirely legal system in Germany, which is difficult, because by EU law it is illegal. That's why there are no shops now that sell cannabis officially, but only private cannabis clubs where the members grow their own plants.

Cannabis is legal now in Germany --- in a way… One has to be an adult. One must not consume cannabis around certain places. One must not consume cannabis on pedestrians roads (Fußgängerzone) during certain hours, aka 'daaytime'. You can't purchase it in a shop, only in designated clubs/societies (Vereine). You can, however, grow your own plants - but not more than three. Possession is limited - probably to tell consumers and (illegal) dealers apart. This law is typically german. Theoretically it's legal, but practically it's hard to comply with all the regulations.

The legalization of cannabis in Germany means that cannabis is still fundamentally prohibited, but certain things such as cultivation and possession are permitted for citizens within narrow limits. But even passing it on to another person is prohibited. The legal area is very narrow and there is no permitted trade, only home cultivation or cultivation in a club and personal consumption. Everything is regulated to the point of despair for the citizens, becasue it doesn't always make much sense. We can be happy about this small freedom, but it has dangerous drawbacks when it comes to too much possession and traffic law. That's Germany.
