The reason your support item wasn't executing is because it gets disabled when you have support minion rule active. There is currently a but where your execute stacks count as 'gold from minions', so if you get all your stacks from minions, you get support-ruled at 7-8 minions.

if they have 5 mages, your spell shield will be extremely LOW value, not high. As it will be instantly destroyed and thus preventing it from working to stop cc

A spell shield gains more value the more CC spells they have, not less. I understand your train of thought though.

Morgana's shield can be used against ANY enemy champion of the other team, which increases its value, it doesn't matter the situation, the shield WILL provide value. That is the highest it can get.
