So malignance is good if youre using q to stun em into getting locked in your ult probably. But because its situational you might as well get it last for the ult cdr buff

So, I am very aware of how impossible it will be for me to legitimately sell this item on Morgana as anything other than 'Yeah, kinda troll, but really fun when it works.' Experimental Hexplate. First of all, she already gets movement speed when she puts, so even more movement speed makes it really hard for anyone to get out of tether range. Also, the ultimate ability haste is really nice. Of course, the AD and attack speed isn't really that useful, but a little health won't hurt.

I talk during the video about how best to impliment her in champ select, build, playstyle, etc. THIS is the best way to play morgana, as a hard counterpick to active engage champs.
