every one is A tier atleast when paired with stryker/khameleon because their ability gave 80% of the kast the same benefit if not more. In a kast of mostly balance character, scorpion is still one of if not the weakest, he's still viable and all but let's be real, Mkjavier alone carried this character hard, not the other way around
