Well yes.Tarkatans are basically humans but more predatory like having blades and sharp teeth for eating raw meat. And in Mha universe would be same if you think about it the “earthrealmers” just evolved having quirks while “outworld” humanoids didn’t. So if any Tarkatan died then Afo or Doctor tried to give a forceful quirk it would be impossible because tarkatans don’t have that that necessary organ but neither quirkless people have it yet some of them become Nomu 100% for experiment but anyway the answer is yes
