Fun fact! Water can be a dangerous weapon if placed with enough PSI, or pounds per square inch. It's been weaponized before and the military, and it's more commonly used in mining operations (it's not often used because it takes a bunch of water & resources to properly use). So I would perfectly find it plausible that Rain can really hurt you with water if said water bending really existed.

Reminded me of how not only the creators think about just making fatalities more brutal and gross but also they think of something out of the box to make it creative too, like they did with Johnny Cage's fatalities. But don't worry. Its just my opinion. I respect your opinion too that they aren't that brutal to be one of the best fatalities but I feel its really good on the creative aspect.

What I'm getting from it is that it's just a way of showing that those characters haven't been forgotten despite not being playable in MK 11. With MK 11 having now gotten an Ultimate Edition without those characters, I would be very surprised if they appear as DLC later. I imagine we will see them in MK 12, though.
