this is not a scarf, it is a one piece dress called Melhfa. and as "Carabiche" said, there is nothing symbolic about it. if you want to know why both men and women who live in the desert wear such clothes, go and try to live in the desert for a couple of weeks with a T-shirt and shorts! ;) they try to protect their skin from the sunlight, and old Melhfas used to be colored with a natural blue skin screen pigment!
