If you aren't posing a direct threat to Israel, you have absolutely no reason to think that they will mess with you. Conversely, the CIA will do shady things for US corporate interests, such as putting down worker organizations and toppling south American governments on behalf of American produce companies (this literally happened and is why a corrupt nation is called a Banana Republic--the CIA toppled the Honduran government on behalf of United Fruits over a fight surrounding banana exports).

Ironically, given their reputation for openly assassinating enemies, Mossad don't torture people. It was actually a bone of contention between them and the CIA, where the CIA wanted to black site people in Israel for "enhanced interrogation" and they refused, essentially saying that those tactics are completely ineffective and most likely to generate falser intelligence. It's less a moral argument and more a utilitarian one that it doesn't actually work.
