@Osiris Rewoke Not quite. It means the witness is, rules withstanding, under governmental protection. Every "failure" of the program has come from people who didn't follow the rules and either got kicked out or blew their cover (like, sadly, many trafficking victims do.) It's hard for these people to adapt because the vast majority of them are career criminals to some degree. While in WP, these people pretty much only have their spouse and kids--IF they have that--and will naturally struggle to avoid the temptations of the lifestyle they've been forced to leave behind.

The actual witness protection program IS successful. As long as the witness follows the rules. A PD telling a witness they are safe is not the same as the Modern US Marshals witness protection program.

People who go into witness protection are true unsung heroes. You're willing to sacrifice your way of life and leave everything behind, even living in constant fear, just to lock up a few bad guys. That is honorable.

The US witness protection program has a flawless history for the subjects who followed the rules. None of the people who have gone into the program have ever been found that followed the rules. It is run by the US Marshalls and starts AFTER the trail. The witness protection program starts after the trial has ended. Before the trial it's normally the responsibility of the local Sheriff's Office or State to protect the witness. After trial, they get transferred to the US marshalls for the witness protection that gives you a new identity and etc...
