A ton of work in machining goes into those custom turbine ones. I just ordered a reactor ring spinner from Johnny at metal works its awesome because it also has the ability to be used as a single titanium knuckle.

Steel is better than Titanium if you want it to spin longer. Steel is higher density, so you can get more angular momentum for the same volume of metal and thus air resistance. Titanium is just used because it's expensive, durable, and can be anodized for pretty colors.
