Sukuna true form is stronger since it has more CE and Sukuna has WAY greater mastery over his own CT. Mahoraga was only better against Gojo for obvious reasons.

There’s also Seichi’s (sorry if I spelled that wrong) fully evolved form from Fruit of Evolution. But that one is more comedic.

Bro people still keep saying that Naruto's strongest form is BM?! Bro SO6P + Asura Mode during the 4th Great Ninja War was his the strongest form ever been given by Hagoromo while BM is given by Kurama in exchange of his sacrifice and it has less time to use it. If Naruto's BM didn't had limit and him able to perform Shadow Clones or even trasforming into Kurama then he will be able to turn the planet into ashes.
