They are also supposedly very competent soldiers. The most time they are shown inaccurately shooting is in episode 4 in which they were told to scare off the infiltrators as they might be rebels and know their hidden base. They also placed a tracker on the millennium falcon. I do agree that it was wrong to call him a storm trooper as he is a real person and most people unknowingly would view a stormtrooper as incompetent, likely including this guy as well.

No forethought needed, it's not as if anyone would believe the costume is true to such an extent that they do anything beyond maybe keep cautious of him (which they should do anyway as they are in traffic) and perhaps call cops to let them know what they saw. And then cops wouldn't actually lock down the prison (1. why would it help if they did, not like he's still there. and 2. they would know if someone had _actually_ escaped (or they are incompetent)) and any that stops him would quickly see that he's not a criminal.
