John Crisostomo it is open on pre-race practice days... which alas are not very frequent now. You can buy an annual access tag though which helps go towards the upkeep and maintenance of the trail network ☺️

Binhum TV Track 15 or some of the village trails around Pulau Ubin are great for beginners😄 hope this helps
